Roles and Responsibilities

The Board comprises five faculty members nominated by the Vice-Chancellor, at least one of whom is a woman and is headed by the Proctor. Members serve for a term of one year and are eligible for re-appointment. To ensure student participation and transparency, the Vice-Chancellor may grant observer status to the President of the Student Bar Council during meetings. However, where the President is directly involved in a matter or is likely to have a conflict of interest, a neutral Member of the Executive Council of the Student Bar Council may be appointed as a temporary observer for that specific inquiry. The Student Observer participates only during the stages of hearing, arguments, and presentation of evidence, and does not take part in the Board’s final deliberations on guilt or punishment.

The Board primarily examines cases of student misconduct classified as Category I Prohibited Acts through a structured inquiry process, ensuring that students are given a fair opportunity to be heard before any decision is made. In cases falling under Category II, where the Warden directly witnesses the misconduct, a written order imposing the prescribed penalty may be issued without a formal inquiry. However, if such acts are reported by someone other than the Warden, the matter is referred to the Proctorial Board and dealt with through the regular inquiry process.

The Proctorial Board follows fair procedures to make sure everyone is treated with respect and without bias. When needed, it keeps matters confidential and lets students share their side or raise concerns. By doing this, the Board helps students take responsibility for their actions and learn the importance of integrity and respect for others.
