NALSAR University of Law constituted its first Student Bar Council in July 2000, recognising that student participation in the administration and management of the University was not merely a procedural nicety but an essential dimension of legal education. From the outset, the Council was conceived as both a representative body and a learning environment, one where students could develop the habits of democratic deliberation, institutional accountability, and principled advocacy that the practice of law demands.
In its early years, the Student Bar Council drew its membership from seven committees spanning campus development, cultural affairs, hospitality, hostel welfare, literary and debating activities, moot court, and sports. Membership of each committee was open to all students, with every student participating as a general body member of at least two. The executive of each committee was elected by its general body, and the Director of the University nominated two additional members to the Council in consultation with senior faculty. The Council’s office-bearers — the President, Vice-President, General Secretary, Joint Secretary, Treasurer, and four Executive Members — were elected from within this body.
Under the current Constitution, the Student Bar Council consists of elected representatives from eight standing committees — the Academic Committee, the Moot Court Committee, the Alternative Dispute Resolution Committee, the Literary and Quizzing Committee, the Cultural and Fine Arts Committee, the Sports Committee, the Mess and Hospitality Committee, the Hostel and Campus Welfare Committee, and the Social Responsibility and Student Welfare Committee, together with a Board of Auditors and the Executive Council. The Executive Council comprises the President, Vice-President, Treasurer, two General Secretaries, and two Joint Secretaries, all elected by and from the Student Body. The Vice-Chancellor of the University serves as the ex officio Patron of the Council.
The Student Bar Council operates as a fully elected body. The Executive Council coordinates the activities of all committees, mediates inter-committee differences, manages the Council’s finances, and serves as the primary interface between the student body and the University administration. Individual committees formulate their own policies, prepare budgets, hold general body meetings, and publish reports, all subject to the transparency and accountability requirements embedded in the Constitution. The right to initiate policy proposals, seek amendments to the Constitution, and recall elected representatives rests with every member of the student body, ensuring that the Council remains genuinely answerable to those it represents.
The 2025 amendments introduced a General Council, a joint forum comprising nominees from both the Student Bar Council and the Student Affairs Council to facilitate dispute resolution between the two bodies, and mandated joint working agreements between several parallel committees. The Student Bar Council thus stands as one of NALSAR’s most distinctive institutional features, a student government with genuine constitutional standing, whose evolution over more than two decades mirrors the University’s own growth into a community defined not merely by legal learning but by the active practice of democratic values.
